Combatir el hambre, la pobreza, la enfermedad, el analfabetismo, la degradación del medio ambiente y la discriminación contra la mujer son algunos de los objetivos de un ambicioso programa de acción adoptado por Chile.

 Conocidos como los “Objetivos de Desarrollo del Milenio” (ODMs), el programa fue adoptado por todos los países en la Cumbre del Milenio de septiembre del 2000 convocada por las Naciones Unidas a través de la “Campaña del Milenio, Sin Excusas 2015”.

 

El programa está compuesto por un conjunto de ocho objetivos - que se subdividen en indicadores específicos para facilitar su monitoreo - que deben ser alcanzados para el año 2015. El éxito de cada uno de los objetivos depende en grados diversos del cumplimiento de los demás, no pudiendo prescindirse de ninguno de ellos si se desea avanzar por la senda de la superación de la pobreza y el desarrollo sustentable.

El progreso en la implementación de estos objetivos se monitorea tanto al nivel global como  nacional. Y en cada país, el progreso es medido en los informes nacionales sobre los ODMs. Estos deben evaluar el nivel de cumplimiento de los objetivos básicos acordados en la Cumbre del Milenio, considerar un análisis de las posibilidades económicas, sociales y políticas que ofrece el país para su pleno cumplimiento como también proponer metas, objetivos e indicadores adicionales de acuerdo al nivel de desarrollo alcanzado por el país y las proyecciones para el próximo decenio.

En Chile, es el Ministerio de Planificación es el que ha tomado la posta para trabajar por estos objetivos y según la Ministra Paula Quintana Meléndez “existe plena coherencia de dichos objetivos con la estrategia de desarrollo que ha implementado el país en las últimas dos décadas. Esto permite afirmar que Chile, se encuentra próximo a cumplir varias de las metas definidas, otras las alcanzará con muy buena posición y con una gran oportunidad para cumplir con los objetivos y compromisos suscritos con la comunidad internacional”.

En las regiones los ODM contribuyen a operacionalizar los logros en indicadores locales, con metas contextuales a sus territorios, pero con estándares internacionales. Esto permite a las regiones evaluarse y compararse no solo con el país, sino que también con las otras regiones y el mundo, instalando de este modo una agenda de temas propios, pero con legitimidad internacional.

Cuatro regiones en Chile han sido definidas como regiones pilotos para monitorear los ODM durante el 2009 y 2010, estas regiones son Tarapacá, Coquimbo, Valparaíso y Bio Bio.

Objetivos de Desarrollo del Milenio

Objetivo 1: Erradicar la pobreza extrema y el hambre

Objetivo 2: Lograr la enseñanza primaria universal

Objetivo 3: Promover la igualdad entre los géneros y la autonomía de la mujer

Objetivo 4: Reducir la mortalidad infantil

Objetivo 5: Mejorar la salud materna

Objetivo 6: Combatir el VIH/SIDA, el paludismo y otras enfermedades

Objetivo 7: Garantizar la sostenibilidad del medio ambiente

Objetivo 8: Fomentar una asociación mundial para el desarrollo
