Según datos de la Secretaría Ministerial de Salud de la Región de Tarapacá y del Ministerio de Salud Pública, existe una tendencia al crecimiento en los indicadores de personas afectadas por el virus, situando a la Región de Tarapacá en el segundo lugar en incidencia acumulada tanto de VIH como de SIDA, siguiendo a las regiones de Arica -Parinacota y Metropolitana.

Así mismo, los niveles de mortalidad por SIDA muestran cifras superiores a la media nacional. Durante el 2007 la región arrojó un 4,09 mientras que al lo largo del país este índice no superó el 2,4 por 100 mil habitantes. Sin embargo, como respuesta regional se consiguió incrementar significativamente el número de personas que ingresan a control de manera oportuna, lo que se espera se traducirá a futuro en una baja de la mortalidad por SIDA.

En este escenario, el Gobierno regional de Tarapacá está rediseñando su política sobre VIH/SIDA de tal manera que se logren mayores y mejores vínculos con todos los actores sociales que deben hacerse parte de la respuesta al virus. La primera acción desarrollada fue suscribir un acuerdo de cooperación técnica entre Naciones Unidas Chile y el Gobierno Regional para elaborar una propuesta que, entre otros temas, aborde el virus en la provincia logrando reducir los actuales índices de VIH y SIDA.

“El hecho que esté trabajando Naciones Unidas con el Gobierno Regional no es casualidad, es un proceso de meses y quiero hacer ver que el Gobierno está siendo proactivo. Este fenómeno que se está dando aquí, lo hemos transparentado en cifras con el fin de no tener un aumento. Nosotros no desconocemos el aumento del VIH en la región, lo que queremos es tener claro los elementos e insumos que se dieron a conocer para los efectos de tener esas cifras. Por eso realizaremos más talleres con diferentes actores sociales”, dijo el Intendente Miguel Silva.

El objetivo principal del proyecto es generar una respuesta al avance del virus en la región desde una perspectiva integradora que abarque aspectos socio-culturales- incluyendo una perspectiva de género y etnicidad- como también sus componentes biomédicos. Para esto, se ha convocado a las representaciones de diversos sectores sociales, económicos, públicos y privados de la provincia, desde el entendimiento de que solo a través del trabajo conjunto de toda la sociedad iquiqueña se logrará detener el número de nuevas infecciones.

Anabella Arredondo, representante de ONUSIDA en Chile “El modelo de desarrollo de Tarapacá, no puede asumirse única o exclusivamente como crecimiento económico; su dinámica refleja otras situaciones que inciden en la calidad de vida de sus habitantes y que no pueden ser invisibles a los ojos de los planificadores del desarrollo regional o más específicamente del Gobierno Regional de Tarapacá”.
