Se presentaron los avances del diagnóstico de la Linea Base Social recopilado por la ERD

Blanca Yáñez Berrios, Socióloga, Magister en Educación, Coordinadora Regional del Proyecto Tarapacá 2020, que desarrolla la Estrategia Regional de Desarrollo, presentó los avances de la ERD ante el Gabinete Social Ampliado realizado  el 7 de julio del 2009.

 

La  reunión realizada el 27 de julio, contó con la presencia de los seremis, directores y directoras de los diversos Servicios relacionados al Plan Social del Gobierno, y fue encabezada por el Intendente, Miguel Silva y la Secretaria Regional Ministerial de Planificación, Danisa Astudillo.

En esta oportunidad, Blanca Yáñez Berrios, comentó sobre las actividades que se están desarrollando para generar un diagnóstico de la situación regional en las áreas: social, cultural, económico y medio ambiente, y presentó un avance del diagnóstico preparado por el equipo social en el área de educación el cual muestra principalmente los datos que dejan ver el desarrollo de la educación en la región y sus deficiencias.

“En el marco de la estrategia estamos en la etapa de realización de diagnósticos relevantes para los que decidimos variables que tienen incidencia en el desarrollo tanto productivo como de desarrollo humanos, y estas variables son prioritariamente educación salud, cultura, identidad, diagnostico territorial y hemos fijado algunos criterios técnicos de modo a hacer un diagnóstico práctico, responsable y debidamente respaldado” explicó Blanca Yáñez.

“Los criterios para la realización del diagnóstico son: niveles de logro alcanzado en cada área, entendiendo por logro aquellos indicadores que están por sobre la media nacional, el segundo criterio son los déficit, entendiendo por déficit aquellos indicadores bajo la media nacional y que requieren un esfuerzo, recursos y decisión de superarlos, y un tercer criterio son desafíos para los próximos 10 años que cada área deben definir” explicó.

“En el caso particular me corresponde la variable de educación por la experticia y por esa razón expuse al gabinete social las conclusiones de este trabajo que recoge y sintetiza informes, estudios, y datos entregados por el sector y como avance de esos resultados puedo decirles que sin duda la región ha logrado niveles de cobertura importante en materia educativa, sin embargo se debe tomar decisiones, invertir y hacer seguimiento para mejorar la calidad educativa. Se debe trabajar con las escuelas del sistema particular subvencionado porque este sistema en la región está por sobre la media nacional y sin embargo no ha logrado obtener estándares de calidad que en otras regiones se han logrado” indicó la Coordinadora Regional del Proyecto.

Todo el mes de agosto la Estrategia Regional de Desarrollo estará trabajando en los diagnósticos regionales en las áreas ya mencionadas, para posteriormente proceder a trabajar en análisis prospectivo. Este diagnóstico regional está a cargo de los profesionales de la División de Planificación y Desarrollo del Gobierno Regional DIPLAD, conjuntamente con los Consultores del Programa de Naciones Unidas para el Desarrollo PNUD.
