  • Segunda Etapa de la ERD Tarapacá 2020

Diagnosticar la situación de la región en los ámbitos social, cultural, económico y ambiental, será parte de la segunda etapa de la construcción de la Estrategia Regional de Desarrollo. Esta etapa se desarrollará a partir de una metodología de diagnósticos rápidos que buscará recopilar información, además de realizar talleres de prospectiva y entrevistas a informantes claves de la región con los que se conseguirá un panorama actual y preciso.

Este proceso será desarrollado con el apoyo de consultores de Naciones Unidas para el Desarrollo PNUD, Blanca Yáñez Berrios y Oscar Larrañaga en el ámbito social, Carlos Cáceres en el ámbito económico,  que direccionarán la mirada prospectiva hacia el año 2020 y serán coordinados por los encargados de la División de Planificación y Desarrollo del GORE, además de gabinetes y finalmente ampliado, con los cuales se dará inicio a la planificación  Prospectiva de la Región.

Preparándose para esta etapa del proyecto los miembros de la DIPLAD conjuntamente con otros servicios, recibieron capacitación sobre “Diagnóstico Territorial y Análisis Prospectivo” por el Consultor de Programa de Naciones Unidas para el Desarrollo PNUD en Uruguay, Eric Salas, PHV en Ciencias de la Ingeniería y Diplomado en Planificación Ambiental, y así fortalecer las capacidades ya instaladas en los equipos de trabajo que desarrollan esta tarea. 

Iniciando con estos diagnósticos, la primera reunión se realizo en el salón de la Universidad Santo Tomás, el día 2 de julio, donde participaron importantes actores claves del sector público. 

Planificación Prospectiva es la formulación de los objetivos o futuros deseados y la búsqueda activa de medios para hacerlo posible, expresado en el cuaderno de Prospectiva y Construcción de Escenarios de MIDEPLAN, y para lograr esto generalmente se usa en el proceso un horizonte temporal de 10 a 20 años, mediante el uso de metodologías participativas con diversos actores involucrados.

“Para realizar estos diagnósticos  y generar el análisis prospectivo, tendremos muy en cuenta la mirada de los ciudadanos, la cual ya la tenemos plasmada en el informe de participación ciudadana de los talleres territoriales que hemos realizado, sin embargo continuaremos buscando esa mirada en los distintos actores que son participes de nuestra región” expresó Iván Escares, durante la jornada en la Universidad Santo Tomás.
